How do I delete portions of a clip

I have some long video clips that I want to cut in to two or more clips so that I can delete the unwanted portions to free up disk space and save them as the same file type without re-encoding the files.

I have lightroom CC and I was thinking of purchasing Premiere Elements (Windows 10).

Can either of these two programs do this?

I can't speak about Premiere elements, but Lightroom is non-destructive so it will not allow you to actually delete portions of the video from the actual video file.

What do people normally do in their workflows?

If they have say and hour of video (.mov or .avi) and want to keep only half of it. Do they do all the edits and then export as a similar quality encoding say H264 and delete all of the original video?

I set in and out points and then export to h624.

I can then archive the originals on an external drive and just keep the sequence cuts.
