how do I get published services back?

There are several possibilities here. You can just re-download and re-install the plug-in again, as already suggested. However, if the plug-in is definitely present but not displayed, then try these ideas too.

Choose File > Plug-in Manager, and make sure Smugmug is still in that list on the left and marked Installed and Running. If it is in the list but not enabled, click Enable. If Enable is not available, click Reload Plug-in. If that doesn’t work, click Check Now (under Updates). If that is not available, then you do have to start over by re-downloading and re-installing the plug-in.

If the problem is that the entire Publish Services section has disappeared, right-click the list and make sure Publish Services is enabled.

Download the Plugin again from smug mug. There's a new update anyway. Once you validate everything g should sync up as before
