how do I grant Flickr publish plugin read/write instead of read/write/delete permissions

The Flickr publish plugin in Lightroom classic wants me to grant read/write/interact/delete rights, when as a publishing (rather than as curation) plugin having delete rights at best "does nothing" and at worst all but deletes my Flickr account. If I just want to use this plugin to upload to Flickr, not "sync" my content, there is no reason for this plugin to have anything beyond read/write, but I can't seem to find where to configure the plugin so that it uses the correct access mode when setting up the authorization request through the browser.

Which file do I change, or which hidden setting do I modify, to get this plugin to use different permissions so that any attempt to interact/delete is a 403 on the Flickr side?
