How do I import preset .xmp presets?

I have been editing for some time and I have already imported presets into lightroom through the import presets option. I have also tried adding the presets in the profile browser option and it has not worked. alI have followed just about all the instructions online and I can not find an answer. I have gone to edit>preferences>presets tab> show lightroom development presets and copy and pasted my presets in the settings folder. I even then pasted the presets under the User Presets folder and have gotten the same results. After each attempt I have restarted lightroom with no help. If possible I would like to add the presets in the Profile Browser. Thank you in advance for anyone looking to help

By preset I also mean a LUT.
