How to convert .lrtemplate presets to xmp when Lightroom (11.1) wont

I am unsuccessfully trying to install (.lrtemplate) presets (using Develop/Presets/Import presets) on my Microsoft Lightroom Classic 11.1 system. The error message is "There are no items to be imported in the Zip file"

I am (1) aware that I can drop these files into a folder and Lightroom will automatically convert, but which folder is this for microsoft?

(2) do I drop in as a zipped folder or extracted?

(3) if a whole lot of presets are dropped in and extracted will they return to order in the preset menu when complete?

To Install .lrtemplate Presets-

1) Using WIndows File Explorer- Extract the Presets from any ZIP file (suggest you save in a 'Documents' folder)

2) Open LrC, select a photo, start the Develop Module

3) Click on the [ + ] icon on the Presets panel header- [Import Presets]

4) Navigate to the extacted .lrtemplate files [Import]

Do not expect Presets to appear in Groups that mirror your disk folder hierarchy. They may install in your User Group.
