How to maintain existing Lightroom plan when getting a new pc?

My aged pc has stopped functioning, and I am in the process of buying a new one.  How do I install my current Adobe plan - Lightroom Classic, Photoshop, etc - on the new pc so I keep the existing plan's terms and billing, and presets and preferences.  I am not worried about my photos; they have already been saved elsewhere.  With my old pc not working, I'm not sure which versions of Lightroom Classic and Photoshop I have, but they have been regularly updated since 2015.  Queries about switching to a new pc should be pretty common, but in the ocean of information one has to know the terminology and how to ask.

On the new computer, go to the Adobe web site, sign in with your Adobe ID (which is your e-mail address), download and install the Adobe Creative Cloud application, launch this software (somewhere in the process it will ask you for your e-mail again) and from there you will be able to install LrC and Photoshop and other software included in your subscription.

Thanks for the correct answer.  Hopefully my installer/pc vendor will be able to revive my old pc enough for my presets, preferences and other filed to be backed up and moved to the new pc.
