How to sync Lightroom Classic CC collection smart previews to cloud

Hi all, I've been reading posts about doing this so that I'm able to edit and cull on the go using Lightroom CC on mobile while Classic is my main program on the desktop. I can't for the life of me locate the option to sync a collection to the cloud on classic CC on my computer; I don't have any icon to the left of the collection like the screenshots I've seen do. I have 100 GB of cloud storage that is empty. What do I need to do first for Classic to allow me to sync a collection's smart previews to the cloud?
