Question

I am at a loss. I have been using Adobe Lightroom Perpetual License since 2018. I just got a new computer and they are telling me I can no longer download it because it is discontinued.

Has anyone else run into this problem and were you able to resolve?

I think you’re talk about Lightroom 6. Here you'll find the appropriate installations files.

Please be patient, the downloads can take several minutes to start and can proceed slowly.

I'll recommend to save the download files on an USB stick, hard drive or CD/DVD, but it isn't sure how long these links are available.

If the normal activation process doesn’t work try to do a offline activation.

    See @Eldiin's post here: https://community.adobe.com/t5/lightroom-classic-discussions/lightroom-6-sign-in-required/m-p/150655...

But be aware: if you have reached your activation limit and you don't have any chance to deactivate an older installation you're out of luck. Adobe has stopped the support of Lightroom 6 and the resetting of the activation counter isn't possible anymore.
