I cannot edit photos in Photoshop, while I am using Lightroom Classic

I'm using Lightroom Classic CC 2019 v8.2.1.10 (x64), on a desktop running on Windows 10 Pro (v. 22H2)(OS Build 19045.2486). When I try to edit photos in Photoshop, the respective option is not active. I'm using Adobe Photoshop 2020 v21.0.2.57 (x64). I have already download ps_picker.lrdevplugin and installed the plug in, but the "Edit in Photoshop" option is inactive. Could you please guide me?

Your listed versions of both LrC and PS make me think you have subscription plan LrC and PS, not old perpetual. 

Double checked the posting date, from 2 hours ago in 2023.

So, why old LrC and old PS on a Windows 10 PC?

I don't like the monthly fees Adobe charges nowadays. I may switch too different software.

Hm, this bit has me confused:

"Lightroom Classic CC 2019 v8.2.1.10 (x64)"

Perpetual Lr ended at v6.14, so what vetsion do you actually have?

When the 'link' between Lightroom Classic and Photoshop has issues, one of the first things to try is this:
1. Use the Adobe Creative Cloud application to uninstall both Photoshop and Lightroom Classic and when asked, keep preferences. 
2. Install Photoshop first, then Lightroom Classic. The order is what is very important here.
Better?
