    What won't open? What does "it" refer to? Lightroom Classic? ARC? Something else? Do you get an error message? If so, what is the exact unedited word-for-word error message?

    Arc? Do you perhaps mean ACR (Adobe Camera Raw)? Lightroom Classic does not use the separately installed ACR, it has its own built-in ACR routines.
