Image preview take a long time to update in library

When I make a change on a large number of images, whether in Library or syncing in Develop, the change does not appear on all the previews in Library. Rather Lightroom changes the previews one at a time. The issue is that not all the previews are changed even if I were to wait overnight. The previews that are not visible on the screen are not all changed.

Two issues are present here. Firstly the slow speed of the updting previews is frustrating to work with, and I am always waiting for the program to catch up with me.

Secondly the previews that are not visible should also update with the changes that I have made.

This is not specific to me, I have spoken to several photographers who have this issue, at least one of whom is a windows user.
