Installed Light room Classic but wont open, get the below error

I have tried uninstalling all Adobe apps, but can never get the Creative cloud uninstalled as it always says there is an app installed but cannot see anything in control panel or teh cerate cloud app.

Installed again but still continue to get the below error.
