Not a Develop preset, but there are local adjustment presets (that you can create yourself too).

I made a user preset that adjusts autumn colours. I want to apply the preset to the background using the mask selection. Can this be done? It doesn't work me - it applies the preset to the whole image.

I believe I just answered that... Your user preset is a Develop preset.
