Is there a solid Lightroom Classic program for download??

Hi! In these uncertain times, shouldn't it be possible to download and install a proper program (Lightroom Classic)?
What happens if you can't get online—if, for example, something were to happen out in the world?

That is already the case. Lightroom Classic gets installed on your computer. It does not run in the cloud and does not need the cloud to run (only a few options, like Generative Remove, need a cloud connection). It only needs to connect to the internet every now and then to check your license. How often depends on how you pay; monthly or yearly.
