Keyboard shortcut CTRL+Shift+C does not copy settings

Pressing Ctrl + Shift + C, the shortcut key for copy development, no longer causes the dialog to appear.
There is no abnormality on the keyboard itself, and it does not change even if the settings are initialized or reinstalled.
Since the frequently used shortcuts are inconvenient, do you not know why?

I have a graphic carrd. The AMD RADEAON SOFTWARE has hot keys. one of them is ctrl+shift c fot alternate camera. disable all of them and it could work

I also have a graphic card. The AMD RADEAON SOFTWARE had hot keys. I disable all of them and it now everything works. I didn't even have to reboot. Thanks for your help and excellent suggestion.

The first time I've had this issue, I ended up re-installing Windows.
So glad that this time I found your post. I disabled the hot keys of my AMD Radeon and that solved the problem... Thanks!

I also found your post first as I googled this issue and I got scared what you all had to do.
Now I'm happy it was so easy now...

Since I used Radeon software, I stopped all hot keys and bingo! !

You don't specify how you did this, so to triple-check: Reinstalling LR doesn't reset an existing preferences file. Also note that there are old directions available via google that don't work with newer versions of LR.  The correct way of resetting preferences:

Another possibility is that you have an app or utility installed that is appropriating the shortcut. It can be very hard on both Windows and Mac for finding such an app. The most straightforward way of testing that is to create a new temporary account, logging into it, and running LR there. If the new account doesn't have the problem, then you can use disable all hidden startup programs and services using MSConfig (google it).

I tried all resets but didn't improve.
I couldn't find any hotkey conflicts ...
