Lack of Export Dialogue when trying to Export

I'm using a Windows system, FYI. Trying to export a photo into a smaller size for a photopgraphy class I'm taking and every tutorial is saying to make adjustments once I click Export in a new Export Dialogue Window that is supposed to pop up, but one never comes. Its just a menu within Lightroom that doesn't allow for precise pixel resizing like I need. Please help!

assuming Lightroom Classic:

 

If you choose "Export with Previous" then the most recent method of export is repeated for the highlighted image(s) without any option to adjust settings. Equally, if you choose Export > [preset name] then an export is carried out according to the settings of that particular preset without opening the full export dialog (if the preset is specifically defined e.g. to prompt you to choose a saving destination each time, then that prompt should still happen).

 

But when you choose "Export..." (with the three dots) - the full export dialog will be presented, and there you can select or recall any export preset(s) and / or change the export settings manually.

If you are talking about Lightroom Classic, there is no NEW Export Dialog Window. So I suspect you are not talking about Lightroom Classic, in which case you are in the wrong forum. You should post your question in the Lightroom ecosystem forum.
