Latest Lightroom version not available for download

The latest version of Lightroom available to me through my Creative Cloud app is 7.5. I want to update to version 8.2.1. Where do I find the latest version if not through my CC app?

    Probably a problem with your copy of the Adobe Creative Cloud Desktop application.

    One possible solution is to:

    1. Uninstall the Adobe Creative Cloud Desktop application, just that one bit of software, not your Lightroom, Photoshop, etc.

    2. Download the latest Adobe Creative Cloud Desktop application, and reinstall it.

    I had the problem on my Windows 7 computer. Upgrades did not show up, but uninstall and install did install the latest version. The correct fix would have been to reinstall the system. So it was a Windows problem and not a CC or Adobe problem.
