LIBRARY VS DEVELOP mode

Hello. Most of the time this is because when you import, you ask to use the preview of the RAW that is a Jpeg developed by your camera. And in dev mode you see the RAW with LrC developement settings that have nothing to do with your camera settings. Try to import making a standard preview and see if the difference still exist. 

The color profile assigned to your display could be invalid or incompatible with LR (a not uncommon problem on Windows). Quickly test whether the profile is the issue:
