Lighroom frozen after recent upgrade

I recently updated my Lightroom Classic to the most recent version on my computer. The next time I tried to pull it up, nothing happens. It will not open and an odd LRCat file is in one of my regular folder where I would have saved the images from my edits and it shows in black on my desktop. . 

I tried multiple things, unistalled and reinstalled. Nothing happened and it won't open. I restored an old version and it still won't open up. I'm at a total loss of what to do and have two sessions due today,

Any idea whats going on?
