Lightroom 13.5 not launching

For some reason Lightroom just hangs when i click on the icon. So I updated just now and its still hanging. I open task manager and its there but no launch.

Anyone with some help on this please.

Legend

1. In the folder containing your LrC catalog, is a lock file present

2. While I can see that your computer would have restarted on the 8th. Have you restarted the computer after LrC failed (In case something is stuck in the KERNEL)? A restart not a shutdown.
