I have a problem with CR3 files. I have Lightroom 5.1 and adobe Premium Production including Photoshop CS6. Works on Windows 8.1. Unfortunately, my programs do not read these files.

What camera version? Lightroom 5.1 is either an extremely old version of the program now called Classic which is at version 11.4, or it is an older version of the currently called Lightroom application which is at version 5.4 and is cloud based. Your mention of Photoshop CS6 makes me think that this must be the very old version 6 full versions behind. If you don't want to upgrade your Lightroom intallation, use the free Adobe dng converter to convert the CR3 files to dng that can be imported in the older versions: https://helpx.adobe.com/camera-raw/using/adobe-dng-converter.html
