Lightroom 8.2 "Waiting for Connection"

I have read all of the forms and all of the tips in order to fix this issue.  This was working just fine a few months ago and now I keep getting the "Waiting for Connection" in the upper left corner of Lightroom Classic.  The photos sync and work just find with Lightroom CC on iOS and Mac, but I need the plugins on my Lightroom Classic. 

I have used https://helpx.adobe.com/x-productkb/policy-pricing/activation-network-issues.html and logged in and out of lightroom and all Adobe apps, deleted lightroom and re-installed, verified my internet connections, and rebooted my computer a few times. 

Is there anyone that has found a fix for this?

    2. The Adobe Creative Cloud Desktop application. Sign out, sign in.

    So, some possibilities

    1. A cold boot if the computer. Actualy shut it down, turn it on

    This is the error message I am seeing. 

    1.  Rebooted the computer all the way down and started it up again and no changes.

    2.  Signed out of Adobe creative cloud completely on the computer and logged back in.  No changes.

    3.  Got Pong as a response.

    4.  Date and time are correct on the computer.

    In LR Classic CC, in preferences, in Lightroom sync. What is shown? Screenshot?

    When you’d state You logged in and out of Lightroom and all Adobe apps. Does that include the Adobe Creative Cloud Desktop application? Specifically signing out then signing in?
