    What message are you getting?
    What is your OS?

Which exact version of LR are you using?

The lock file sits next to the catalog file, if that's your issue. Other than that, please tell us much more details, specifically tell us the exact word-by-word message you are getting.

    the newest Lightroom CC

.. exact version explicitly means not just 'newest' - instead you should tell us a number like 2015.12 or alike

Where is the catalog located? Is it on an internal drive?

If yes, run a disk check and after that restore the latest catalog from a backup. Your drive seems to have issues.
