Lightroom CC Classic Update 7.1 is not available

It's been 4 days since the 7.1 update was reported as GA. It still doesn't show up in my list of available updates. Today Lightroom displayed a popup that the update is available but it is not visible in the Creative Cloud app or in the Application Updater. I did all the regular stuff listed by https://helpx.adobe.com/creative-cloud/kb/creative-cloud-application-recognizing-available.html including reinstall but still only got 7.0.1. Is this a thing with the regional availability?

Well where are you located?

What version of the CC DTA is installed? For the newest it is 4.3.0.256

What OS and the exact version are you using?

My license is for the Russian market. My Adobe Creative Cloud is 4.3.0.256, macOS High Sierra, 10.13.2.

Legend

In the CC DTA window click the 3 dots in the upper right hand corner and select Check for Updates. See if it refreshes with the 7.1 update.
