Lightroom cc how to use local storage on ipad

I am learning to use both Lightroom Classic with 2 computers (storing files on external drive) and Lightroom CC on iPhone/iPad and I am struggling to create a workflow. I previously just used Photoshop and have always been bad at organizing my images. Lightroom Classic so far looks great, specially how easy it combines images with different exposures (HDR merge I think). Now I’m using Lightroom on my iPhone and thinking on getting an iPad and I don’t know how to use Lightroom CC without the cloud, is that even possible ? (With my plan I only get 20gb and dont want to go with the 1tb option). Would it be easier to just sync a portion to the cloud, and if I do how do I save it back my external drive and safely remove from cloud?
