LIghtroom CC Mobile not Syncing with Classic Desktop

I edit on LIghtroom Classic as well as CC Mobile on iPad and iPhone. Everything used to sync fine, but lately ratings and edits are only syncing on my mobile devices. I am able to sync collections from desktop to mobile and view all images, but no changes that I make to the images are synced back to the desktop. 

I have not had this problem in the past, but it is now happening 100% of the time.Also, Classic (desktop) always says that its "syncing xx photos." That number is currently hovering around 39, but nothing seems to change.  I've tried the "rebuid synced data" option in preferences and it still does not work.
