Lightroom Classic 12.0.1 (Mac OS 12.6) does not Sync Upright and Manual Transform

Lightroom Classic does not Sync Upright and Manual Transform.

The curious thing is that one time an "aspect" transformation of -40 on the main photo, was replicated as +40

on the others.
