LightRoom Classic 14.1 does not start on Windows 10

Dear community 

Please help.  My newly installed Lightroom Classic 11.3.1.1. does not start on Windows 10 Pro after I got the same with 11.4.1.1

Very Frustrating. WHAT IS WRONG??
