Lightroom Classic 7.3.1 will not sync

I just updated to 7.3.1 and I cannot sync with Lightroom CC.

  • The panel top left shows 'Get started with Lightroom CC' instead of my details.
  • If I click on the drop-down and select 'Sign in' to Sync with Lightroom CC the pop-up tells me "your computer does not appear to be connected to the Internet" even though I have a normal connection.
  • On the other hand, the Help menu item shows me that I am already signed in.
  • I am also signed in in the Creative Cloud app.

WTF?
