Since you can't start Lr you will need to use the procedure set out in Solution 2 of above inked document (Solution 2: Manually disable the graphics processor). Also, note that the preference file mentioned is for Lr 6. So, look for 'com.adobe.LightroomClassicCC7' instead.

Do you have installed the latest version of Lightroom (it's version 7.3.1).

Do you get any error messages?

The first thing you can try is to deactivate the GPU support in Lightroom.
