You might be able to install it on this computer, but I would expect that the operation of Lightroom would be extremely slow, given the very slow CPU and <8GB of RAM.

You need to update Windows to I think is 1809 release or later for the Enhance Detail system to work.

I think yes, but the memory and the graphic is alsolutely minimum.

Here you'll find the appropriate requirements: Lightroom Classic CC system requirements

My System: Intel i7-8700K - 64GB RAM - NVidia Geforce RTX 3060 - Windows 11 Pro 25H2 -- LR-Classic 15 - Photoshop 27 - Nik Collection 8 - PureRAW 5 - Topaz Photo

You have build 17763 of Windows 10. You need build 1809 or above. I have no idea what the difference is and why the newer builds are numbered lower, 4 character instead of 5 character (Digits).

From this link: What's New in Windows 10 for Developers, Tools & Features - Windows UWP applications | Microsoft Docs

"Windows 10 build 17763 (also known as the October 2018 Update or version 1809), "
