Lightroom Classic CC - trouble exporting pictures are blurry

Hi - I'm working with a Nikon D3300, I've been working with Lightroom for about a year now.  I have run into a problem with the photos being blurry.  The images look great on the computer.  But once I go to export them, example email them to myself they look terrible.  I have changed the resolution pixels etc and it doesn't seem to help.  Most of the picture I post on Facebook or Instagram, but some have been senior pictures and volleyball that families will eventually get printed.  What are the correct settings I should be using?  Could it be a setting on my camera that isn't correct?  Do the presets I'm using cause them to be blurry?  Any help would greatly be appreciated, I'm in a deadline for some pictures I'm working for my daughters volleyball team, HELP!!! 

Does this look blurry to anyone?

    Your settings seem to be OK.  I downloaded your original post of the photo and when viewed in Photoshop on my iMac at actual size, it appears quite sharp.  It also appears sharp on my PC Notebook viewed actual size.  1000 px wide is small for todays hi-res screens.  How are you viewing the exported image?  Are you viewing at actual size or perhaps at a magnified size, it which case it would appear somewhat blurry?

    Thanks Joe for you help.  I will send you a picture of my settings, give me just a few minutes.  I have changed the settings so much, I honestly don't have a clue if they are close to being correct.  Let me know what you think.

    It is difficult to tell what might be causing the blurriness.  If it were in the camera, you would see in on the computer.  but since it looks good on the computer, it is most likely in develop (too much noise reduction) or in the export.  What quality are you selecting for the JPG and if you are resizing, are you selecting to sharpen?  Can you post a screenshot of your export dialog?  Also tell us the pixel dimensions of the original image.

    When using 'Resize to Fit' make sure you also apply Output Sharpening as shown below. Screen Standard is good for most images.
