Lightroom Classic is there fine exposure control?

Adobe should be ashamed for not making this simpler.  I spend a tremendous amount of time trying to get the exposure adjustment that I am looking for.

Adobe actually pioneered making this simpler. The fine keyboard control that others replied about is something that Adobe started with Photoshop over 30 years ago, and they offer this fine control in multiple desktop apps (Lightroom Classic, Illustrator, InDesign, their video apps…) When using non-Adobe applications, I often find that they do not offer the same fine arrow key adjustment in a value field, and that is what I find frustrating.

The way I work is that if I need something finer than my clumsy mouse hand can do, I habitually click in the field and start pressing up arrow/down arrow or Shift+Up/Shift+Down arrow keys as needed.

Depending on the model of mouse that you have, you may be able to program it so that one of the wheels on the mouse sends up-arrow/down-arrow presses as you spin the wheel.

Or, if your mouse has application-specific settings, you might set a slower mouse speed when using Lightroom Classic.

It jumps all over the place even with very small movements of the mouse.

Sounds like your mouse is the problem. Can you try a different mouse? If it is wireless, can you try a wired mouse? Also make sure the mouse driver is up to date.

Click on the numbers next to the slider.  Then use the up and down arrow keys to change the value in small steps, or the Shift-up or Shift-down arrrow to change in 10X steps.  You can also enter numerals to jump to a specific value.

You can use the up/down cursor keys, after clicking in the box with the exposure value. AFAIK, the = and + keys work when the slider is selected. Hold Alt/Option for smaller increments (and Shift for larger ones).
