Lightroom Classic super slow - Photoshop interface flashing white & black

1b)  There is a box that pops up every time I go into Lightroom that says: 

Driver version: 21.21.13 7654

"NVDIA has identified a bug in your driver which might cause random crashes in your Adobe application".  

(This is related to videos, though, which I don't do).

No it isn't. Lr relies hugely on your graphics card to enhance performance - where it can.

The likelihood is that you're using an underpowered, underspecced integrated GPU anyway, but without up-to-date, bug-free graphics drivers, you're giving yourself no chances. 

More generally, you really need a pretty high spec, current laptop to get the most out of Lr. Yours sounds distinctly behind the curve, spec-wise; and being Win 10, it's obviously not current.

(Nothing wrong with Win 10 - it's on my PC - but a Win 10 laptop is likely to be a different proposition in terms of upgradeability.)

The latest Lr is very demanding of the hardware it runs on, and your machine likely just doesn't have the necessary grunt, nor the potential for meaningful upgrades. 

1a) ... however, it is pretty full.  About a1/8th of the space available is left.  Could this be the reason for slow Lightroom function?  Nothing else I do on it operates slowly.

1/8th of how much space is left? 1/8th can be much or less. It depends on the disk space you've build in.

The minimum of free disk space have to be 20%

Please provide also a copy of your 'System Info'. This can be get from the LrC Help > System Info menu item.

There's a copy button in the System Info dialog. Press this button and paste the info into your next forum post.

Please check if there a newer version of the device driver. If yes, download and install the recent version.

You don't have post which type of GPU you've buildin. So we can't say which driver version is actual.

2)  When I try to transfer an image to Photoshop from Lightroom, the screen on the interface in Ps flashes black and white very fast.  I can barely X out of it.  This makes Ps unavailable to me. I do not recall it operating slow when I was able to use it, but it would take about 15-20 seconds to transfer from Lr to Ps.  This B&W flashing issue has only started happening since I updated to version 12.3 this week.

This is a bug in Photoshop. Open PS and goto to "Preferences" > "Technology Previews" and enabling "Deactivate Native Canvas". Restart Photoshop and check.

3)  I am thinking of cancelling my Adobe subscription altogether, getting it out of my computer and changing over to On1 Photo RAW.  All of my images are backed up on 4 XHD's, so losing my Lr catalog won't be an issue.

I don't have experience with On1. But I think the sywstem requirements are similar to the requirements of Lightroom.

So it's possible that you run into the same issues.

4)   Is there a way that I can purchase something that will add more space in my computer?  I like the one I  have now and don't want to start over with a new one if I can help it.

You don't have post anything about the type of your notebook and hardware equipment that buildin. But in any case, you should be able to install a hard drive with more storage space. I'll recommend that you change your hard drive to a SSD drive. An expansion of the RAM is always somewhat limited in notebooks. That would have to be clarified on site.

In any case, it should be clarified beforehand whether this makes economic sense or whether it would not be better to invest in a new, more powerful device. It also has a faster processor and all other components are more powerful.
