lightroom classic synchronize folder states new photos to import but then import dialog shows zero

Windows 10 Pro 64 bit using Lightroom Classic 13.1 release

Working to be sure all folders are up to snuff so using the synchronize folder option by right clicking on folder in Library module.  The resulting dialog box shows a number next to "import new photos".  I don't want to do blindly so I check the box for "show import dialog before importing" but the result on the import screen is zero photos!  This has happened for folders on external hard drives AND internal hard drives.  There seems to be no rhyme or reason or pattern.  Anybody have any ideas before submitting this as a bug?

Most likely this is not a bug, because if it was, then no doubt it would have been reported a long time ago. It is possible that the folder contains a number of copies of photos that are already in the catalog, but in another folder. At first, Synchronize Folder will see these as new photos because it initially just compares the contents of the folder on disk with what it has as contents in the catalog. But then, when the import dialog is shown, Lightroom recognizes that these 'new' photos are actually copies of images in another folder and so they will not show as images to be imported.

And here's another explanation I just thought of (I did not try it to see if it really works this way): Suppose you exported some jpeg copies of your raw images, and exported these to the same folder as the originals. Initially, when you use Synchronize Folder, its dialog will show these jpegs as new images, because they are not in the catalog. But then when you tell Lightroom to import them, Lightroom will obey the settings for RAW+JPEG. If your settings are that jpegs should not be treated as separate photos, then Lightroom will not show them as images to import, but it will load them as sidecar files of the raw originals.

Sorry to slow to respond...holidays etc.  Thanks for your input and thoughts.  First answer may be possible and I will investigate.  Second answer not possible simply because I never, and I do mean never, export jpg copies to same folder as originals.  Again, many thanks.  Right now I have lots more issues with LR that are more significant so this will have to wait.  I'll be taking them up in other posts.
