Lightroom Classic Upgrade Stuck

My upgrade is stuck at "Migrate Settings Table."  My second attempt is now at 53 hours for an 8GB folder.  CPU usages stays around 13%.  Disk usage never exceeds 100k.    

Core i7-3820

SSD 850 EVO 750GB with 360GB of free space.  The images are stored on a 4TB secondary drive.

Windows 10 Pro

In the last 53 hours the lightroom folder has increased from 8 to 10GB.

    I had the same issue and it was resolved after I have restarted my computer and rerun Classic CC.
