Lightroom Classic will not open. I get a message that an earlier version of Lightroom Catalog-2-2-v13-4 is corrupt

You always have to open a catalog. Lightroom Classic cannot launch without one. Apparently, in your preferences, you’ve set Lightroom to launch a particular catalog. If that catalog is missing or corrupted, then you’ll get that dialog. Look closely at the dialog. It should contain buttons to choose another catalog or create a new catalog. Post a screenshot here if that isn’t the case. You can also force this choice by holding down the Alt/Option key when you launch Lightroom Classic.
