Lightroom Cloud Albums do not sync with Lightroom Classic

It seems very hit or miss but more often than not, albums made on Lightroom.adobe will not sync with LRc. I use adobes proofing UI to work with my clients, they make their selections, and then I create a new album within lightroom.adobe with their selects. Lightroom.adobe should be syncing with LRc and the albums should appear but it unreliably happens at random. Even when I do make the albums and they manage to sync, ill be missing several photos. I'm with ~60 photo proofs and trying to sync 10 images so its not an intense process. 

I have a very fast internet connection and I've signed out and signed in. Not sure how to move forward. everything is updated, I have the latest windows, 3080, 13900k. I allow LRc to sync through my firewall.
