i would like to download the latest beta version of the upcoming upgrade to Lightroom Creative. I’ve been a Creative Cloud user since day one and a Lightroom user since version 2. How do I get access to the download?

As a "normal" Creative Cloud user you don't have access to beta versions.

Then how do I become an “abnormal” one? Guy on Nikon forum said he got emails from Adobe to download and was just a normal user.

You'd probably need to discuss this with Adobe staff, which most of us here in this forum are not. Even those Adobe staff who pop in here from time to time probably are not authorized to provide you with access. As with any private release, you'd also have to sign a confidentiality agreement before getting access.
