Lightroom Crop Tool unstable
Lightroom Classic crop tool is unstable. Not as bad in Photoshop. Likely this is a mouse compatibility problem but I'd be interested to know if anyone else is having this type of problem using a Logitech mouse.

Don't have a wired mouse handy, but you are on the right track. Moved the mouse receiver closer to the mouse and that improved the situation. Not perfect, but I was able to use the crop tool (80%). Interesting that it didn't affect other apps but .... I consider this answered.
