You have access to all the brush, light, and color tools, as well as interactive tutorials. A big plus is that even on a Chromebook, Lightroom CC has full RAW file support.

You can download Lightroom Mobile on a Chromebook from 2016 via android. Chromebooks from 2019 can run Linux apps. Sadly, right now there's no way to run Lightroom Classic nor is there a way to have original + settings export. Lightroom Mobile doesn't do XMP files which is the reason but with Chromebooks getting better and better, you could expect Adobe to put XMP file export in Lightroom Mobile or Linux support in the future but this depends on Google putting pressure or Adobe wanting to support it.
