I had a similar problem and it turns out when I was using Windows Defender the builtin AntiVirus (Settings->Virus and Threat Protection) I turned on "Controlled Folder Access" in Ransomware Protection section.  When I turned it off Lightroom worked fine.

I have the recent Windows 10 "October Update"

It is happening to me over and over now. WHen I reboot, it is ok for a few minutes, then it crashes again with the same error message.

Did you follow the instructions above?

If yes, what is your version of the OS, version of Lr?

The quickest way to resolve this problem is go to the folder that contains your catalog and delete the folder that has the extension lrdata. Do not delete anything else. Then start Lightroom again. Lightroom will start building a new previews folder as you continue to use it.

I already tried removing this file but it does not let me. It says that I do not have the permission to delete this file. I am the only user... I do not know why it does not let me run as administrator. I have tried creating a new catalog as well but the problem was only solved temporarily. It appeared again after some time

Restart your machine and before doing anything else, delete the folder as stated. If you still can't delete, because some unknown program keeps this folder locked, start your PC in safe mode (https://support.microsoft.com/en-us/help/12376/windows-10-start-your-pc-in-safe-mode ). For me, holding the shift key when initiating the reboot works also when signed-in. No need to go through the hassle of the settings.

In safe mode, delete the said folder and reboot immediately. Do not start working in safe mode. Safe mode is a minimal environment, that allows doing operations, that may otherwise not be possible, like removing a file that stys blocked in standard mode. It is not intended to work in this mode nor are all the drivers and programs loaded, that make the Windows work environment.

Please provide more details. Are you getting an error message? What exactly is happening? Did you convert a  trial version to a paid subscription? What kind of system are you on Mac or Windows? What version of OS are you running?

cmgap yes it is an error message. When I restart my computer Lightroom successfully opens but after some time, this error message comes up and forces me to close Lightroom. I had a trial version before but when I subscribed, I reinstalled Lightroom since another error message did not let me upgrade the trial to the subscribed version. Anyway that problem was solved. However, now I also did a full reset of my laptop (removing all the files) but the error message remained popping up. I use Windows 10.

Thank you for your help.
