Lightroom fails to open image due to missing "toolkit." None of published workarounds have helped.

I'm getting the following message when, in Windows 10, I right-click on an image file and try to invoke "open with" LR CC.

"Failed to locate tookit with id: com.adobe.ag.library"

In searching for this error message online, none of the items that come up match it exactly. I tried several of the listed workarounds anyway, but none have had the desired effect. Has anyone seen this error and solved it?

    The Lightroom family of programs do not "Open" files.

    There is not an option to "Open with" the Lightroom programs, so not even worth attempting.
