Lightroom has Disappeared

I am trying to Uninstall Lightroom because I am having problems opening it. When I go through the uninstall process I am getting a message saying there is a conflict, I MUST CLOSE LIGHTROOM. As I have said Lightroom is NOT open. It is not open in the task manager. I can't open it.

Any suggestions as to what can be done to rectify this. Please.
