Lightroom is refusing to open. I have tried installing and installing, but it wont even consider opening.

This has happened to me a few times. I have just de-installed it, restarted/rebooted (not just shutting down since that is more or less just hibernation, even on windows). Then de-installed it and it was up again.

As always: you have to give more information. Lightroom or Lightroom Classic? Which version? Mac or PC? Which version of the OS?
