Lightroom magnification

Select the image and do file > export and select the file type of the image you need and then resize the image use the pixel dimensions you require and complete the export and a new image will be created at the size/resolution you need.

There is the enhance feature that can create a new file at 4x the resolution of the selected image

The original image is not changed however you will have a new image at the desired size/resolution.
