Lightroom/Photoshop Flat Prints - reproducible using ColorSync Utility

This problem has reappeared in my printing process so I thought I would reach out to see if anyone can help/explain what is going on. To see the effect I am getting, I open a jpg image in ColorSync Utility, and select a Canon Pro Lustre profile.

In the action drop down (Match/Apply/Assign) I choose 'Apply Profile' and the image looks fine.

If I then select 'Assign Profile' the image comes out desaturated and flat.

It's the latter effect that I am getting when printing from Lightroom and Photoshop.

If I print from Canon's Professional Print Layout software, I get the 'Apply Profile' effect.

 

The problem manifests itself originally with Fotospeed papers/profiles, but in the ColorSync utility it doesn't seem to matter which profile you test, the difference between Apply/Assign remains.

 

Apart from 'use Canon's software', any thoughts on this?

That seems to make sense , how might LRC be made to map the values correctly? From memory, LRC works in ProPhoto by default, and should use the ICC profile to map to the destination colour space. If the ICC Profile is being ignored, how might I force LRC to apply the ICC profile? The only thing I can think of is that LRC has lost the connection to the Canon drivers and deleting and reinstallng the printer is required?
