Lightroom preset wont "take", but shows on hover

Hoping someone here has some ideas.

For whatever reason many of my lightroom presets wont "take". I can preview them by hovering, and even click on them to apply, but as soon as i remove my cursor from the preset panel the photo reverts to something that is NOT the preset (even though the preset is showing applied) 

I'm running Lightroom Classic 9.1.
