Lightroom rendering overexposes by a full stop

Here's my issue: I take wildlife / bird photos, so I take bursts of images. I've noticed that within a burst, exposure will vary wildly, even though I lock my settings in. It finally bothered me enough to do some debugging. You can see the full story in this imgur album: https://imgur.com/a/JMZMq88

Here's the example. I have two images, taken less than a second apart. The settings are exactly the same: shutter speed 1/400s, F6.3, ISO 1600. Here is the embedded preview for Photo 1 , and for Photo 2. They look exactly the same.

Now I import into Lightroom with these settings--nothing applied on import. Now, Photo 2 is over 1 stop brighter than Photo 1.

To narrow down the cause, I imported both photos into DxO PureRaw. This denoised them, but that's irrelevant here--I did this just because it has a different RAW renderer than Lightroom. In DxO, Photo 1 and Photo 2 have exactly the same exposure.

This leads me to conclude that Lightroom has some kind of bug with rendering, perhaps related to Sony .ARW files. Has anyone else experienced this? Am I doing something wrong?
