When the 'link' between Lightroom Classic and Photoshop has issues, one of the first things to try is this:
1. Use the Adobe Creative Cloud application to uninstall both Photoshop and Lightroom Classic and when asked, keep preferences.
2. Install Photoshop first, then Lightroom Classic. The order is what is very important here.
Better?

Hi @TheDigitalDog  Thanks for the info. I tried this but it still doesn't work. It went to PS 2019 with message this time & already running. Tried again, uninstalled and this time tried to point the preference to PS 2023 but again says 'already running' and it can't launch. I saw someone has the same problem elsewhere on Communities but I didn't understand  the instructions given.
All this has made the LRC to PS system almost unusable.
Thanks for trying.

You could try running the Creative Cloud Cleaner Tool to remove all traces of the Adobe products before reinstalling it (yet again):  https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html
